The most dramatic increases have come since 1997 when the U.S. Congress passed, and President Clinton signed, the Tax Reform Act of 1997. Among the sweeping changes imposed by this piece of legislation is a timeline mandating 80% of all tax returns be filed electronically by 2007. Even though e-filing has increased each year, the IRS faces a huge challenge in meeting this goal.
